I think the guitar is so high in action ? Is is easier to play it that way ?

dude, he's playing the same way u would play a dobro, a lap steel guitar or a pedal steel. i didnt really watch the video closely but the action is high because he doesnt need the frets. he's using a slide to "fret" the string.

for slide players, they prefer their action to be higher on their guitars so the strings dont touch the frets by accident.
