how to tune drumset?

a carlos drum set. e snare, low, hi and floor tom, bass drum. they all doesnt seem to sound right..snare is almost there..but e low and hi tom both are not respectively low or hi enough..and floor tom isnt deep enough. same goes for e bass.

okay..carlos set aint tt good..anyone can advice me do i check on e boom stands? i get a lousy boom stand..i merely move it..then it broke..same goes to e hi-hat stand one of e 3 legs broke too. all e boom stand seem like some lousy kinda metal coated with silver..sucks man
