depends on your budget, whats your budget?
if its anything between 150-300, i say go for the electric guitar packages offered by the guitar shops. particularly Citymusic, i always recommend my students to get that package. guitar isnt that great but the line 6 amp is quite worth it and will last you a while. I dont like the other packages because the amps are pure shit and usually the amp is something you dont change around so good to get a reasonable one from the start.
you could get by with that budget and get a decent guitar brand from the buy/sell section depending on your luck, and you could find a decent second hand marshall 10w amp as well though Davis sells it at a very good price.
I always say dont worry about too much about specs ie type of fretboard, HSS etc etc because with that kind of budget and your inexperience you arent going to tell the difference and by the time you do you know you want a better guitar by then anyway because your skills dictate you need to. just get a decent enough guitar like Stagg, Swing or Craftsman or even a Squier, that will last you for the next 2 years. But this is just my opinion though, i feel that beginners cant tell the difference yet so why bother with wasting time, just get to the practicing!
on another note, if your budget is above $700, its really anything goes
