who is the most creative guitarist in the local music scene..?
The one who creates awesome songs,rememberable riffs,something that the listeners who just can get enough.?

ive got alot but all time favourite is stoned revivals and plain sunset's.

I'm not too sure what justifies "creative", but

Marcus from Vertical Rush- angels for the win!
Allura's Mark John and Caracal's Field both have pretty interesting licks, to me.
SK from Peepshow is pretty original!
Johnathan Leong in The Fire Fight has pretty intricate lines
Ariff from Postbox has some nice jazzy fruity stuff
The boys from Slathe nail the riffs ruthlessly and they stick in the head

I don't really know how to judge creativity. My bad.

Not specifically the guitar playing, more of the songwriting as a whole. I dunno, I think it only makes sense look at it that way, in the context of the song
