it really depends on what you wanna play. if you are mainly a strum and sing kinda guy, get an acoustic guitar first. if the music that you wanna play requires an electric guitar, get an electric guitar first.
anyway, that guy who told u to "save up more so as to get a full solid acoustic" isn't exactly offering good advice. because a full solid acoustic guitar, while having its pros, also has its cons. and taking his same logic, if u wanna buy an electric guitar, he can say "save up more so you can buy a PRS". that way you can never get started.
your budget is decent and can get you decent gear if you spend wisely.

Rock and pop-punk... Then i'd recommend you get something with humbuckers. The Craftsman Les Paul copies (GS series) at City Music are pretty nice for the money, and very affordable too.
About whether you should get an acoustic guitar or electric guitar, just get the one you like more. Acoustic and electric guitar are similar but yet different. If you play mainly electric guitar, you can always get an acoustic guitar down the road when you decide you want to play acoustic guitar too. If you play rock and pop-punk, get an electric first.
